Scottish Government consults on strategy to tackle litter & flytipping

The Scottish Government has published its draft National Litter Strategy for consultation, focusing on action that will help prevent litter and illegal dumping.

It encourages people to take greater personal responsibility, and includes support for organisations to help solve the problem. The consultation sets out how the Government intends to:

  • Help people understand why binning waste responsibly matters
  • Make it easy for people to do so
  • Highlight that littering and flytipping are socially unacceptable

You can view the consultation on the Scottish Government website.

The Scottish Government is inviting written responses by 27 September 2013. Responses by e-mail should be sent to: EQ_CAT@scotland.gsi.gov.uk.

A consultation event is expected to be held at Victoria Quay, Edinburgh, on 30 August. If you would like to attend or receive more details when they are available please email to the above address.

The issue of illegal dumping and flytipping also links with a parallel consultation on proposals to create cleaner coastlines by tackling marine litter. You can read details of both issues via the Scottish Government’s news release on this issue.

Scoop on the poop… Part 2

In January 2012 we ran a story on dog fouling problems in Pencaitland. A year on and we’ve been contacted by a villager on this very problem, so here’s a reminder of what action you can take.

Have you been an unwitting victim of dog poo? It seems many of you have as we’ve had a spate of reports about young and old inadvertently getting into a mess… literally!

East Lothian Dog Watch - click to find out about reporting an offenderThis comment comes from a person new to the village who felt, (quite reasonably and because it’s the law) that dog owners and walkers really ought to clean up after their dogs, “especially on paved paths and at the children’s play park at Easter Pencaitland. I’ve been quite shocked by the amount of dog’s dirt on pavements around the school and disgusted by the discovery next to the climbing frame, slide and swings.”

If you actually spot an owner not cleaning up after their dog report this directly to East Lothian’s community and environmental wardens. They enforce dog and litter legislation and issue fixed penalty fines to people who drop litter or don’t clean up after their dog.

If you’re a tweeter you can tweet your Community Council @pencaitlandcc or post a message on the Community Council Facebook page if you spot disagreeable doggy deposits.

The Council is trying to combat the nuisance of dog fouling. Dog Watch – Who’s Watching You? – is designed to allow the public to easily report when they see an offence being committed.

One of the main reasons that dog owners don’t clear up after their dog is because they think there’s not a Council officer watching. However, if the message gets out that the general public can now take direct action to report offences, it’s hoped that the few dog owners who aren’t being responsible are far more likely to change their ways.

Free poop scoop bags are available from most council offices and libraries and often there are some available in the local Pencaitland Post Office.

You can also contact the Dog Wardens by calling 01620 827434 or emailing landscapeandcountryside@eastlothian.gov.uk with your address. They will then post you a free packet of bags.

Great turnout for 2012 Pencaitland Litter Pick-Up

Many thanks to all those who helped make our annual Litter Pick-up a success this year, despite the constant threat of rain. We had over 50 kids and parents, plus our local MP Fiona O’Donnell and primary school Head Mary McCall at the event.

Finally, we ran a raffle for all kids who took part in this year’s event with head teacher Mary McCall doing the honours and selecting the winning ticket. Heather Hamilton (lucky number 20) was the winner of the prize of a Fujifilm digital camera, case and 4GB memory card, making her the official event photographer for next year’s litter pick-up.

Today is Pencaitland’s Litter Pick 2012… did you know?

Did you know, according to the Word Wildlife Fund each tonne of paper (about 1000 kilos) recycled saves fifteen average-sized trees, as well as their surrounding habitat and wildlife?

Reclaimed waste paper now represents something like 63 percent of the fibre used to produce paper and cardboard in the UK.

Day 3: Pencaitland’s Litter Pick 2012… did you know?

Did you know that 100,000 Scots joined the campaign to make Scotland cleaner and greener in 2011?

That was part of the National Spring Clean organised by Keep Scotland Beautiful and this year’s Pencaitland Litter-pick on Sunday is part of the 2012 campaign.

Through National Spring Clean, Keep Scotland Beautiful encourages people to get together and help pick up litter from their neighbourhood each spring: a time of year when Scots traditionally give their homes a clean sweep and start spending more time outdoors again after a long winter.

Whilst our winter and early spring have been mild this year, we have had recent freezing overnight and quite a bit of rain. We’re hoping we won’t have either this Sunday.

National Spring Clean includes litter picks taking place over a two month period: 1st April – 31st May 2012, to make it more accessible to a wider number of participants.

Pencaitland’s Litter Pick 2012… did you know?

Fly-tipping is the common term used to describe waste illegally deposited on land. It can range from a single bin bag to thousands of tonnes of construction and demolition waste.

Fly-tipping is everyone’s problem

  • Uncontrolled waste disposal can be hazardous to the public who may come in to contact with it e.g. chemical wastes, electrical items, syringes.
  • Environmental damage can result from illegally dumped waste.
  • Fly-tipping looks unsightly which can have a detrimental effect on the appeal of an area or can harm investment into an area.
  • Cleaning up fly-tipping costs council tax payers’ money.
