Some rural areas of East Lothian in the East suffer little light pollution. The effects of light pollution are not always well-planned for but substantial, for residents and for wildlife. There are susbtantial areas around the industrial south which are over-lit, e.g. the cement factory and the nuclear power station are particularly affected - often to cater for car parks, which are neither heavily used or especially at risk. LED lighting in particular is regarded as harmful. Areas which are free of, or have little light pollution should be identified and recognised and communities that are in favour should have the ability to argue for light attenuation and serious modulation (after 11pm) when it is not needed. This would save money.
