Cllr Bruce suggested subheadings for the first two paragraphs on the minutes \u2013 Wind farms and Hoprigshiels would make for easier understanding. Also insert at the end of paragraph two the following:\u00a0 Cllr Tulloch advised that for their part the Co\u2019path & Cove Community Council will hold a meeting in Cockburnspath on Tuesday 5 July at 7pm to consider the Hoprigshiels proposal.<\/span><\/span><\/p>\n

It was noted all fuel should be adequately secured as due to the high costs<\/span><\/span><\/p>\n

of fuel, a number of thefts had occurred elsewhere in the county.<\/span><\/span><\/p>\n

\u00a0<\/span><\/p>\n

5:00\u00a0\u00a0\u00a0\u00a0 Treasurer\u2019s Report<\/span><\/span><\/strong><\/p>\n

\u00a0<\/span><\/strong><\/p>\n

In her absence Cllr Hanvidge has circulated to each member a report of ELCC<\/span><\/span><\/p>\n

financial status.\u00a0 The bank balance still stands at \u00a31,838.39. All cheques from<\/span><\/span><\/p>\n

Crystal Rig Awards have been sent out and receipts are being received for<\/span><\/span><\/p>\n

expenditure incurred.\u00a0 There is a shortfall in the funding for Spott Church and<\/span><\/span><\/p>\n

this needs to be discussed as per Cllr Hanvidge\u2019s proposal emailed to all<\/span><\/span><\/p>\n

councillors on 23\/8\/11.<\/span><\/span><\/p>\n

\u00a0<\/span><\/p>\n

Cllr Hanvidge asked if councillors could allocate 30 minutes prior to our next meeting<\/span><\/span><\/p>\n

to discuss specific issues regarding admin\/management of the increased funds being<\/span><\/span><\/p>\n

allocated to ELCC.\u00a0 It is important ELCC remain in control of this funding and seek <\/span><\/span><\/p>\n

additional support when required. <\/span><\/span><\/p>\n

\u00a0<\/span><\/p>\n

Cllr Bruce suggested ELC councillors identify a set of guiding principles for managing<\/span><\/span><\/p>\n

this increased funding and Cllrs Wyllie, Hanvidge and Bruce to meet to consider how<\/span><\/span><\/p>\n

Wester Dodd Wind farm \u2013 Akengall 2:\u00a0 <\/span>Cllr Bruce advised a Reporter had held a site<\/span><\/span><\/p>\n

visit in Oldhamstocks, a conservation area, to consider the visual impact this <\/span><\/span><\/p>\n

development would have.\u00a0 A visualisation impact study from the Cockit Hat Strip,<\/span><\/span><\/p>\n

clearly depicts the obvious visual impact this proposed development would have.\u00a0 <\/span><\/span>Additionally, three of the proposed turbines would be visible from the Oldhamstocks <\/span><\/span>village green and a further four\/five turbines will become visible if the commercial woodland is cut down.<\/span><\/span>\u00a0<\/span><\/p>\n

The cumulative noise from all the nearby wind farms would also have a detrimental e<\/span><\/span>ffect on the village. The Reporter has requested that new noise data should be made <\/span><\/span>available and will be circulated and comments invited.<\/span><\/span><\/p>\n

\u00a0<\/span>Ferneylea Wind farm application: <\/span>\u00a0\u00a0Has been submitted, together with additional <\/span><\/span>information on fuel poverty deprivation.\u00a0 Further visuals have been requested.<\/span><\/span><\/p>\n

Blackburn Wind farm application:<\/span>\u00a0 A planning application for 126m turbines has been su<\/span><\/span>bmitted and again these would be visible from Oldhamstocks.\u00a0 Again the cumulative <\/span><\/span>impact, similar to the Hoprigshiels development is of concern.\u00a0 ELCC would write a letter <\/span><\/span>of objection to Scottish Borders Council.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 CB<\/strong><\/span><\/span><\/p>\n

Neart na Gaoithe, who are currently surveying the best route for cabling,\u00a0 <\/span><\/span>would like to hold an open meeting on November 29, when ELCC are holding <\/span><\/span>their meeting in Spott.\u00a0 The meeting agreed.<\/span><\/span><\/p>\n

\u00a0<\/span>Lafarge Wind turbines<\/span>:\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 No progress<\/span><\/span><\/p>\n

BeGreen, Dunbar & District:\u00a0 <\/span>Cllr Swain advised he had attended the BeGreen <\/span><\/span>meeting which is now a Community Interest Company Limited by Guarantee. They <\/span><\/span>have suggested ELCC might like to make funds available from the Crystal Rig monies <\/span><\/span>for a revolving loan fund for energy saving benefits to inhabitants in the ELCC area.<\/span><\/span><\/p>\n

The meeting asked Cllr Swain to obtain from BeGreen a clear, written statement of <\/span><\/span>their organization, how it is funded and their relationship\/connection to <\/span><\/span>Sustaining Dunbar and other local groups etc. \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 PS<\/strong><\/span><\/span><\/p>\n

\u00a0<\/span><\/strong>Liaison Meetings:<\/span>\u00a0 Viridor held on 10 August, 2011.\u00a0 No SEPA representative in <\/span><\/span>attendance.\u00a0 Viridor at the end of July received from SEPA a permit to operate Energy <\/span><\/span>from Waste for combined heat and power plant. \u00a0Viridor are aiming to commence construction at the end of this year, beginning of 2012, which will take three years to construct.\u00a0 However, the business case is not yet ready and Cllr MacLennan confirmed <\/span><\/span>that no heat plan has yet been submitted for consideration by East Lothian Council and <\/span><\/span>without this the plant cannot proceed.<\/span><\/span><\/p>\n

\u00a0<\/span>SEPA, after carrying out a number of inspections, have awarded Viridor a certificate <\/span><\/span>of excellence for their inspection performance, which may result in the number of inspections carried out by SEPA being reduced.<\/span><\/span><\/p>\n

\u00a0<\/span>Landfill Tax Credits \u2013 Future Balance:<\/span>\u00a0 There is an increase in funding requests <\/span><\/span>and more applications are being received, \u00a0then there are monies for.\u00a0 However, <\/span><\/span>all requests are being considered.<\/span><\/span><\/p>\n

\u00a0<\/span>Belhaven Hospital Forum<\/span>:\u00a0 Cllr Wyllie had attended this meeting, which had been an <\/span><\/span>introductory meeting and background detail had been provided.\u00a0 There is to be a <\/span><\/span>public meeting on 1 November, 2011 and dates were arranged for future meeting.<\/span><\/span><\/p>\n

\u00a0<\/span><\/strong>Lafarge:<\/span>\u00a0 Meeting held on 24 August, 2011 advising of the third sustainable fuel PSP. <\/span><\/span>A public exhibition will be held in Innerwick on 8 October, 2011.\u00a0 The stone from <\/span><\/span>East Barns farm is being used to repair a dry stone wall in Woodhall Dene.\u00a0 The <\/span><\/span>access road to the quarry is now complete, as is the new cycle pathway.\u00a0 An <\/span><\/span>application to close the road from East Barns to Skateraw is being lodged with ELC.<\/span><\/span><\/p>\n

\u00a0<\/span><\/strong>7:00\u00a0\u00a0\u00a0\u00a0 Councillors\u2019 reports:<\/span><\/span><\/strong><\/p>\n

\u00a0<\/span><\/strong>Innerwick<\/span><\/strong>:<\/span>\u00a0 A local farmer had inadvertently cracked an asbestos water pipe, which <\/span><\/span>had caused alarm.\u00a0 Scottish Water has checked the area and everything is in order.<\/span><\/span><\/p>\n

\u00a0<\/span>Pot holes in Smiddy Row are severe and require attention.\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 JB<\/strong><\/span><\/span><\/p>\n

\u00a0<\/span><\/strong>A number of complaints have been received with regard to the unreliability of the <\/span><\/span>FirstBus bus service and the very poor customer care.\u00a0 Cllr Swain had advised <\/span><\/span>FirstBus and the situation had improved.
